Why did Blue Oyster Cult sing that the radio said Jacques Cousteau heard random bells underwater?

The line is from "Perfect Water" and I want to know if anyone ever heard a story like that on the radio about Jacques Cousteau? What bells in random order? Any actual event we know of? Any guesses? Thanks so much!
