What do you use to lag outdoor pipes,that wont freeze n damage them?

the plastic piping to the boiler, keeps freezing ,and after thawing it out with a hair dryer, is working again.But I,m told there is no way of lagging them as everything will freeze ,surely there must be something invented with all todays technology,to combat such a simple problem.Any one know??????????
