This one is so confusing? please put this into english for me!?

No one can serve in a government office that has aided in, rebelled against the government, or given aid to those who have. A 2/3rd vote from house and senate can override this law. Meaning, the government can "vote in" ( by a two-thirds majority) someone who has rebelled or revolted against the government.
