Why has Great Britain not recognised the National Transitional Council as the legal government of Libya?

the British government are keen to be last on the wagon as they can already see that the "war" is lost in terms of achieving any sort of outcome that could be trumpeted as a success either for Libya or for the UK. The main protagonists in the UK government have effectively committed political suicide in the eagerness to kiss the US . The UK public are furious at the expenditure on a foolish war while our citizens are impoverished at home. Cameron and Hague are so nervous now that they are paralyzed by their own incompetence.
