I moved to Indianapolis, IN and having trouble finding a job?

I just moved back In Indy to be closer to family but I am having trouble finding a job. I have a business degree and JD Law degree. I have experience as a Legal Consultant and managed MGM Grand in Las Vegas but I can't seem to get even a second looking here in the midwest. What should I do? Find a recruiter or headhunter? How? I am just at a loss right now.
