Government Power-European History?
Why? is a very ard question believe it or not. There was many things that led to that, and yet not so many. French was an Absolute monarchy, in which a monarch has an unlimited power. And indeed Loius XII or whoever was the king at the time was not to be messed with. As we all know his lavish expanses led to the increasing dislike of the lower cles and the bourgouis which eventually culminated in the French Revolution. As for the British Parliament, it works within the system of a Constitutional Monarchy. That, which is limited by a legislative body, such as the Parliament. However, depending on the power of the monarch, he can either suppress Parliament or not. Queen Elizabeth who i think was a monarch at the time was very strong, so the parliament was completely under her control.
